Asterisk doesn't properly start when nodes change master/slave roles

      Description

      When I interchange master/slave roles on my High Availability nodes (from FreePBX GUI, I put master into standby and slave becomes master), Asterisk never starts properly. I can't make calls, CLI shows no output when attempting a call.
      From the Asterisk CLI, when doing "sip show peers", I get:
      freepbx-b*CLI> sip show peers
      No such command 'sip show peers' (type 'core show help sip show' for other possible commands

      I then have to do a fwconsole restart, after which Asterisk starts normally.

      I have seen this problem sporadically in the past, but after the latest HA upgrades to fix the node reboot issues, I am getting this consistently (on both of my HA systems, each with two nodes).
