Announcement Destination is quirky

Create a new announcement. When Return to IVR is selected, the Destionation after Playback picker is broken. Traditionally, when you pick the category, a second box appears for you to pick the destination within that category. If you don't pick the category but try to submit, it complains about picking a destination (even though you actually have picked a destination--return to ivr). When Return to IVR is selected, you can pick the category, but the second box doesn't appear. The submit button works, but when the page refreshes, the Destination after Playback is back to "== choose one ==". If a person doesn't use Return to IVR, the box seems to function as expected. If you start out with not using Return to IVR and pick a Destination it works as expected, even after changing the Return to IVR.
