Make broadcasts recylable, add feature code to start/stop broadcasts

I'm envisioning recyclable broadcasts. Administrator creates broadcasts with all of the settings specified. The recordings are linked to system recordings with feature codes (and perhaps pins). End users can record the message using one feature code. They then use the broadcast feature code to start the broadcast. I know there are instances where you want broadcasts to pause, which right now means simply making the campaign inactive. Rather than just an active/inactive toggle, what if it were

• Start - Always starts at the beginning
• Pause - Stop, but remember location
• Resume - Picks up at the paused location
• Stop - Stops and doesn't remember location

I realize this idea breaks the concept of a 'campaign', when each set of calls is actually a campaign, but I'm trying to pre-establish the broadcasts so that end users can call in and start a campaign with minimal hassle. Think Emergency Alert or the like. Right now businesses and schools are paying $2-5 per number a year to have an emergency alert system. FreePBX with the Broadcast Module is right on the cusp of being able to replace it and be more economical, it just needs to be slightly more simplified. Adding recycle and feature codes would do that.
