Wakeup calls not honoring timezone

Since upgrading to Freepbx 13 wakeup calls are not honoring timezone. So if I generate a wakeup call for 8am it's not generated at 8am local time, but rather at 8am UTC.

In the greater scheme of things, FreePBX should probably define a timezone in the properties for each extension and that way things like wakeup calls, date and time of voicemails and such could be customized on a per-extension basis... in the case where there are remote extensions that are not in the same timezone as the PBX itself.
