Cxpanel needs to use new hooks

      Description

      Right now cxpanel uses Userman hooks from 2.11. It needs to be updated to use module.xml hooks. Because of the fact that it's using older hooks it now loads userman on every page load. This is not only intensive but causes massive issues during upgrades.
