After a reboot, fwconsole start results in the same error and Asterisk does not start.
This error occurred after connecting to FreePBX today and finding the following modules had been installed without my knowledge and without my request:

This has now happened multiple times on multiple FreePBX 15 installations
Automatic Module Updates/Automatic Module Security Updates is enabled by default and is apparently badly broken, installing modules on its own that were not previously installed or requested.
